If you're just starting out and have little or no money, free advertising will help you get started, but you will have to understand that anything that's free comes with it's own set of restrictions and rules. For instance, you may only get to send one ad per week, while paid members can send every day. So you have to join at least 5 or 6 free sites to get the same advertising which takes more of your time.
Most people use their tabbed browsers to login their safelists and traffic exchanges. At least this way you can cut down on some of the time it takes. And once you have a few affiliates to work with and start earning a little bit, you can always upgrade or buy credits for your page views.
