In fact, it depends on your sponsoring. If you support them early without releasing, they might be a good affiliates. Otherwise it depends on his own motivation.
An affiliate could be a good one if:
- he/her performs at least one action in TO-DO-LIST
- he/her meets at least one of your mails
- he/her connects everyday
- he/her request your support
