Well obviously the first sign is that they score more than zero points.
Generally the ones who logon on a daily basis are heading in the right direction, but it's not always the case. I've had a number of PSAs sleep for a couple of weeks before actually trying the system, and I've had one PSA work to EA for the first two months then just stop
I guess the best way is to actually talk to them, or atleast exchange some e-mails, some people will commit to the long term others just don't have the patience to make this work.
