In my opinion these are signs that a new affiliate is going to be a good one (why I think so, you can read below):
1. Check that he/she confirmed registration.
2. Read your welcome letter and goes through start tasks.
2. Affiliate tries to log every day and do daily tasks.
3. Goes through launchpad lessons on a regular basis.
4. Stays above green line in E365 contest.
5. Participates in your incentives and contests (if you have any).
6. Sends you a commitment message.
7. If he/she contacts you that's great, but it's not must have during first weeks.
8. If he invests money it's also good but is not must have.
Of course some affiliates might wake up later and start to work, so not exclude them from you weekly e-mails, but don't spend too much time with them.
My more detailed explanation:

First thing is how much time persons spends on SFI. Very often you can see that somebody joined SFI, but not even confirmed registration. This person won't be good one.
If they don't have time to read your affiliate message then it's also a problem.
Then you should check their activity page and how much VersaPoints they've earned. If it's hard for somebody to upload a photo (what takes max 3 minutes) or whitelist e-mail addresses or answer a few questions about goals etc. then how you can expect that such person will find time to learn from SFI?
On the other hand I see that some people answer that such person need to ask questions and contact you. If your affiliate contact you then for sure such person is interested in being successful in SFI.
However it's not must have. Some people are shy, introverts, or just have too much to read at first weeks to contact you and ask questions. I'm for example learned to firstly seek for information in papers (in this case on SFI page, forums, FAQs) before I start to bother somebody more experienced in this case sponsor. It doesn't mean that I ignore e-mails that I get from my sponsors.
Some says that important is if person invest money to become EA. You need to remember that not all people have money to invest (even these $30). In my team I have some affiliates that lost their job, or leave in countries that currency exchange levels make $30 really a lot of money. However they invest huge amount of time to learn, advertise on safelists and classified ads. In such case I recommend you to help them with your money by organizing incentives, giving them a share in your Co-ops for free etc.
