In answer to your question the minimum investment an SFI affiliate should make is to commit their TIME to building their business.
Each affiliate has a different idea about how they want to build their business. Some want to build a network of affiliates. They may choose to concentrate on sponsoring new ECAs and Tripleclicks members or a combination of all three (my personal favourite). To do any of these the initial and main investment will be TIME.
It will make SFI success easier if they can commit to a monthly standing order which will give them a minimum of 1500 Versapoints per month and keep their affiliate ranking at EA2. For some this is not a financial option so they will need to concentrate on other areas of generating an income (SFI Basics - https://www.sfimg.com/SFIBasics and the Compensation Plan - https://www.sfimg.com/Reference/CompPlan)
Once an affiliate is generating an income they can then invest in their standing order to attain and maintain EA status. This will lead to more income opportunities and to achieving Team Leader status.
While they are doing this they will be signing in each day to complete the Daily To-Do actions which will lead to more SFI knowledge and more confidence with their SFI business. More knowledge and more confidence will lead to becoming an effective team leader which will lead to MORE INCOME.
As you can see the basic investment in this and any other business is TIME. For those who say they 'Do Not Have Enough Time' I say that they can never have their own business and that includes an SFI business. The beauty of SFI over owning a traditional business is that once you have it all started and you have taught your downline to duplicate your investment of time is only governed according to your own personal and SFI goals.
