That depends on what you are really asking about. Whether you mean "why don't people work towarads reaching and retaining their EA rank?", or "why don't people progress above the EA rank?".
In the first case it is, in my opinion at least, the very fact that the majority of them is looking for fast and easy money. People are spoiled by many scams online promising them riches overnight and they simply hop from one program to another hoping to get rich overnight without any effort on their part at all. This, however, does not work so they stop at whatever point they lose their interest. You can see then your PSAs or CSAs having 10 VP, 15 VP or something like that, doing nothing, waiting for God knows what. Later on such people usually say that online programs do not work. With time you see your downline shrink and that's normal.
If you wonder whether there is a way to activate those people, there is not. You can work yourself to death sending e-mails, offering help, organizing help, and the response is usually very weak. People just want to EARN money not WORK for money, and they don't understand what a long time commitment is.
The same people, however, spend long years on the same job without even a thought of changing it, although it does not make them rich either.
If you wonder why people do not advance in ranks above EA at SFI, the answer is also simple: this requires collecting VPs and the daily, weekly, and monthly actions are not enough to collect sufficient number of VPs to advance to BTL for example. Only when you build your organization (downline), you can expect earning enough VPs to advance in ranks.
