I believe that a fresh perspective from one of your downline may help or if there is a language barrier that may help. Also, it gives your downline a chance to send out mail to the non-active affiliates and maybe encourage them in ways that you may not have thought about.
I try to encourage my active downline by giving them affilates or reassigning affiliates. Just because they are not active right now does not mean they wont be active later. I have had some affiliates that were not active the first month but became active in the next month or two. I hope this helps.
