This is a good question about inactive Affiliates, whether they are PSA and CSA.
Whether they are from your Upline or through the Affiliates losing their Sponsor.

I had 11 inative CSA in my 2nd week in February, while still in training and I was so fearful to contact them and wondered why I got them. Then I realise that it was my responsibility to look after them and then found out it was my reward for making EA.

I got 50 PSA myself through Proprofit week 3 in February, with about 48 inactive. Then I recently got 92 CSA overnight who must have lost their Sponsor. My team is 155 to date and I have only 2 CSA that are active daily, which is my bonus, but I still have the rest to try to get started.

So this is my plan as I have to address the same issues as you have got.

1. I have started to make individual contact within SFI to all my inactive Affiliates, PSA and CSA along with their SFI ID No....., just in case they have forgotten who they are.

2. I am going to let them know they are still on my Team /Genealogy List and it is not too late for them to Login.

3. Remind them to go to the Launchpad, where they can get back to or begin their Lessons.

4. Remind them of the SFI Basics.

5. Remind them of their VersaPoints, the To Do List and the Red Tabs.

6. Hope for the best and keep an eye on them through the Genealogy.

With all I have been reading, it makes me wonder that - does the inactive Affiliates realise that they can start up again! Perhaps they think or maybe frighten that they haven't done anything for awhile, that they do not exist with SFI. So this is why I have started the above, I have nothing to loose. If I do not try I will never know if I can get their attention.
