My answer to this question is simple. If you have a strong upline they often re-assign affiliates to their generation 1 affiliate to motivate their downline and If you are an EA rank affiliate then you can earn 30 VP once a week by sending team mail to your PSAs.
It means that you can earn 120 VP each month by using PSA mailer in your geneology no matter your PSAs are active or non-active.
So in my opinion your upline gives you 120 VP each month by re-assigning affiliates(PSAs) to you. And that's the beauty of SFI i.e "People helping people".
