Great question! The short answer is: You never know when one of them may catch fire!
You may have a way of writing and responding that appeals more to them than their previous sponsor. Your sponsor may not have the time and energy needed to handle their questions.
Perhaps they haven't been able to respond in the past, and suddenly their circumstances change and they now have the means to work SFI. There are so many variables that effect the response of those who have signed up but are inactive, so it is good policy to NEVER give up on them.
