The best method to attract people can be different for different people.
One of the good methods is to make first a relationship with people who are your target market (through the Social Media networks like Facebook LinkedIn, Twitter etc.) and then ask them in your message if they would be OK if you would share with them an online system – Affiliate program which works for you.
