Very good question from my point of view, because I love those badges on my profile.
1) Mostly, these badges are for fancism and it gives us extra bragging rights.
When someone or PSAs visit our profile, looking at those badges, they migt be thinking.. "WoW, I want them too..".
So, Its a very good indirect encouragement tool.
2) It also gives encouragement to yourself as in my case, I look at my badges daily and when I get a new badge it gives me much pleasure and happiness.
