-S-Builder helps to build a downline if you cannot build it yourself.
-Genealogy helps you know how your downline works SFI. You can keep in touch with affiliates according to their commitment or their inactivity. You can see their VP ledger to know exactly what to tell them.
-Ask C helps to read answers to your hidden questions. It's a great tool. Everyone learn a lot of things here.
-Movers help to encourage active members and to see old missed affiliates. do not let them give up.
-a2a helps to expand your community and to find affiliates in your country to keep in touch with them.

1) The first answer is: "TO EARN MONEY, MONEY MUST COME FROM SOMEWHERE." - No way in the entire world where people can earn without invest any money. But, don't forget SFI is real business online and offline too. What business withou investment? Even the lottery asks a little cost for the coupon...
2) By the way, an affiliate can earn VersaPoints while reading LaunchPad, Tips,... by viewing articles, ... and as these points contribute to grow the total amount on monthly VPs, if it can help to have commission, it is true, but we cannot count on them to really earn money.
3) Other answer: Do free advertising. Do not spent any money at all. Post your little ads at Facebook, Twitter, Google+,... write good content. Do not tell them they are going to earn big money by hour in a few days, otherwise, they sign up and they quit - tell them to commit themselves in a real business that help to earn money: reading, learning, working everyday, ranking their status while thinking about a solid downline that trust in them. Do exciting and good content for SFI with your links, never lie to people about your business, take care of your downline, tell them you can search answer you haven't have yet, make them confident, teach them duplication. A lot of them could quit, but pick up these few interested affiliate that dedicate to work with you without spending a lot of money. Your team will thrive.
