First and foremost a credit card is not a requirement to join SFI neither is it a requirement to be a leader. In which case for one to reach TL one does not need to have credit card. If the essence of having a credit card is to make purchases so as to earn VPs there are many ways to make purchases among them Tcurrency, MRPs, Cheques. Also one can choose to buy from an ECA who is in their country and use Tcurrency.

Very good question to help set up a strategy to support your team.
I would divide the answer to this question into 3 parts:
1. Communication - this is a powerful tool in any setup. You communicate with your downline at least once a week. If they communicate back then you know they are into the business and they are willing to be helped. When a PSA / CSA responds then you easily know how to help them
2. Progress - by monitoring their progress you will know who is serious. When you are assigned PSAs / CSAs you are given access to their VP ledger. Against the VPledger you will know who among your downline attends office daily - to me SFI is office.
The list of badges seen against one's snapshot will tell you how your downline is progressing. If your downline gets 10badges in a month you gonna be excited...not so?
The list of badges also allows you to know which areas your downline is focused on and you can know which area to throw your weight.
3. Consistency - if your downline is on the movers list every other week then you know that they are serious. Your downline may not attend office every other day maybe coz they have a standing order. But they could be attending every week to see what is New and also keep in touch with their downline. You will know if they are keeping in touch with their downline if their points under the support tab is moving up. And of cause if they are keeping with their downline it means they are serious.
These are just what I considered as major but there are other ways e.g check their Tconnect page; if they are ECAs are they posting any products or news; and the list is long.

I am imagining an affiliate has just joined and is kind of overwhelmed by the many activities at SFI.
When one is new the focus should be on the VersaPoints ledger. Try to complete as sanctions as possible with the daily actions being tackled every day.
Then the other actions can follow in bits.
By the time you are one month old the SFI culture will be installed in you and you can choose the activities you enjoy most.

Some of the actions to consider focusing into are:
1. FastTrack - keeps you on toes for the 1st 24hrs
2. E365 contentions - keeps you on toes for the 1st 30 days
3. Advertisements - SFI trains and gives aids to make it easy for you. You just post a banner to your personal website or blog and whoever clicks on it is directed to the respective homepage.
4. Games - some other are even free giving access to Tcredits in case you don't have money to buy Tcredits.
5. Auctions
6. ECA program
And the list goes on and on.
That is the sweet thing with SFI. You get to have many options to choose from.
But if you can focus on all of them the better.

You click once for yourself to be an ECA, then click for them to post their products and the 3rd click accept the order and sell. The bonus is added to your account.

In short, yes, promote them.

This would be thro your gateway. You will spend $40 to get an ECA licence and if you advertise products for 3 businesses you will be way ahead.
Of course you have to have enough capital to buy a product, send it to the buyer and wait for TC to send you the money.
Alternatively give your 'suppliers' the full confindence to allow you credit.

When I read your question I see 2 dimensions:

1. Use it to accessorize you outfit. This I mean make sure that the colors for your outfit and that of the lapel blend nicely in a way that the lapel is noticeable. Sure compliments will come along and just them hit and start off your marketing.

2. Just trying to be creative in a crooked manner. Mis-position the lapel and then tilt it a bit. Then you can get out of your way to ask a close buddy / relative to check if it is properly placed - of course you know it is not. Once they consent that it is not nicely positioned request for help. As the correction is being done I am sure you will get an admirer of the lapel and strike up a conversation.
