Be enthusiastic and excited in your mails to them. Tell them about the new development at SFI and give them all the facts and advantages of the program.
Like with everything in life, if you are too pushy they are going to get irritated.
Nobody wants to feel he or she is pushed into doing something they are not ready for or can't afford. One thing I can't stand in life is a pushy salesman and I know most people feel like that.
Yes, it is possible for somebody to be in a position where they can not even afford to spend $2 - in our currency that translates to a lot of money. So don't push, promote by highlighting the good it can do. Answer the question: What do I get out of it?

What's the best way to build a profitable SFI business using S-Builder Co-op?

When you join a co-op you are guaranteed affiliates on your team but you are not guaranteed an active team.
To belong to a co-op gives you a basis to build on - you have to work at keeping them active and encouraging them.
At the moment I do not belong to a co-op yet but as soon as I can I will join to strengthen my team.
The affiliates you have in your team is they key to your success as much as your guidance and support is the key to their success.

SFI offers a number of ways to make payments so a credit card is not a necessity. I've seen other answers on your question where you were told where to go to see these possibilities - so I don't want to waste your time by repeating what others have already said.
Besides these other payment methods you can also follow another route. Use your MRP and t-credits won or earned to buy more t-credits, play games or bid on auctions with double MRP attached - to get the MRP but not to win the auction. Just make sure you bid on something you can use should you actually win the auction.
Concentrate on advertising to recruit affiliates and to make sales - this way you earn money and once you earned enough you can get the SFI card - which would immediately solve your problem of no credit card. Once you have that card you can do all your SFI income and expenditure through it - and it is you business card.

How do we know if our PSAs and CSAs are serious about building a successful SFI business?

When I read some of the answers I can't help but think that I do not fit in here - I am very serious about making a success of my business but I am not meeting the criteria some of the answers are giving.
I do not have a standing order - financially I am in a real bad place - that is why I started this in the first place. If having a standing order shows seriousness I guess I am not serious.
But here is the thing - I am serious, very serious. I log in every day, I place ads on free websites which means I am limited - so it adds to the workload.
I play games as often as I can and use whatever I win to build my business. My way might not be the easiest way - it takes longer and it means more work - but I do believe that it will be worth it in the long run.
I guess your own values will decide how you see it - if money is a measure for seriousness I can almost guarantee you - a lot of your affiliates will then be deemed not serious - are you going to give up on them? If consistency and reliability is your measure you will take all your affiliates serious and try to help them all to succeed.
