First of all, you have to set a standard that will motivate your active affiliates not to leave.

1)Your rank and your activities are some of the top things that motivates your downliners.
2)Make sure you maintain your EA status every month as such, they will like to maintain theirs too. Having a standing order is the easiest way to achieve this.
3)Contact! Sending your affiliates email twice or atleast one in a week will also keep them going. This is very very important.
4)Giving gifts to the affiliate with the highest VP in a month is also a very good idea. Maybe a $10 gift card to the top PSA, CSA and 2nd generation PSA will do. That gets them working.

Finally, always let them know the benefits they will get in SFI but not without letting them know is not a system where you can start making millions of dollars in the first month.

The easiest way to do that is by communicating with your team each week, thus keeping them motivated. Also do have your SFI gateways advertised, to be able to get new sign ups.
Secondly, maintain your EA either by having a standing order which is the easiest, or by buying some stuffs you need that will get you at least 1500vp.
With any of the options above, be rest assured to get your commissions and as well as having your team growing.
