It depends on their present rank. As EAs, its quite easy to make the 1,500 VersaPoints required to stay an EA, so there will be no motivation to do much. If they aspire to rank higher, then they will need to play games as part of their actions in order to make the 1000 action VersaPoints required to qualify as BTL.
