How do you motivate your downline to spend money monthly to maintain EA status without sounding greedy?

When you tell your down line the benefits of becoming an EA they will become motivated to increase in rank.
Your first goal should be to become an EA as soon as possible so you will start earning full commissions on all of your affiliates.
As soon as you reach 1500Vps you will be awarded 2 CSAs.
As soon as you are an EA2 and you have your team of EA2s you will start earning, so will your down line if they follow the system as well.
Everyone wins when everyone follows this system!

What are the best ways to use the WAVE3 X-Cards?

I try to use the 10 a day plan with my wavex cards.
You can leave them at truck stops near main highways and other stores that will allow you to. Don't forget to ask permission.I leave no more than five.
You can give them to friends and strangers you might meet while dining out, just leave it with your tip. Ask the owner if you can leave 4 or 5.
You can leave one or two of them in public restrooms.
The next week you are out you can check if more needs to be out.

Should I encourage or discourage my PSAs who want to become Team Leaders right away?

Encourage your PSAs to do all the appointed actions on their To-Do-List and to set up a standing order with 1500vps every month to keep them an EA. Encourage them to buy items that they normally buy every month from their own store, like shampoo and soap ect.... This will build up their sales vps to earn more in the TripleClicks pool every month. Encourage them to do all their appointed actions to build up their action points to reach Team Leadership, this shows strength and ability to lead and to succeed in SFI. Congratulate them always for their hard work and committed effort to succeed in their business and post it to your Leadership page.
