First, lets talk about design.
If that is not right, information on it has no value.
Any business card needs to be easy to read ( personally i love Broadsheet LDO fonts -free to download),fonts convey a world of information,they are affecting most important moment - first impression- that will decide where your card will finish: buried in a desk drawer or not. Consider texture or maybe shiny finish that feels smooth to the touch.
Now information: it should be crisp,serious and able to crystallize your business in a small, compact space.
It needs to present information about you, to reflect your personality.
Your name and contact information that suites you: fax number,email, skype id - but for this open separate account- @yahoo.com really is not an extension you want on a business card, its for a pretty card.
If you have website, include that too. Most people will react giving a chance with a written word rather than direct call.
It needs to contain your company’s name and it looks professional to mention your position in the company as well. Rather than logo,include an image, nice looking product from TC, for example, as it will give you a chance to begin marketing.
I assume you will not just give cards around ...so... Google about business card etiquette.

The best way that works for me is to slowly form my Facebook page by advertising wow auctions that would be interested to people that works in my branch.
I am selecting promo posts from http://pricebenders.sfimg.com/, downloading picture on desktop, so that visibility is better after upload and just add price in Euros, as this is a currency we are using here.
After showing them what can be sold i also tell about our ECA, and its working double ways.
I don't suggest just a copy/paste, make an adverts that will attract the way people can understand - not everything can be explained in one sentence that is standing there.
The better the advert, the better is outcome.
So, its not a 1. minute work if you want to promote good.

if new affiliate is doing a great job so far by filling in, stepping in and assuming the every day catching “to-do” ,certainly you will assume he's only going to get better, and better by every day. As long as he continues to want to learn and absorb the information and gain those experiences, yes, he will be. Good sign. No need to look upon how much he invests (pressing on standard orders or any order indeed is not a good advice as you can scare your PSA’s – you have no insight into his budget), but how much he is eager to learn and grow.
You, as sponsor have to do your homework, without looking for signs. Welcome message, personal message with your offer to help, using VP ledger to know exactly where your affiliate is stuck, daily following...all this will help, but with a new level of progression comes new challenges, some will be up to it, some will not. So patience is needed to “know”.

Hope that till now you have a clue that within SFI we have 190 countries and all have different understanding of what " financially challenged" means.
So, we all know the benefits of investing in SO 1500 VP's. For sure you would ask this question, to get this answer, no?

I will tell you something - no one can respond properly, just to suggest. Some suggestions i have red here are excellent.

My would be to ask your affiliate how much he is able to invest in SO and according to that, build the plan for achieving/maintaining EA status.

We can not put all affiliates into one basket, assuming that $ 29 is a "minimum investment".
That investment is someone's electricity bill, for example. Or a new pair of shoes he/she need to buy to a child.
So, talk with affiliate.
Get to know him as an individual.
Before you jump into suggesting anything.
