TOO MUCH is when you put pressures to your team members. Continuously contacting and advising them to work harder makes more difficult for them to take action. It is better for you to provide more tools and encouragement rather than pushing them too hard in spite of the many factors that hinders them to move.

Try to be nice and gentle and keep on motivating them.

Why don't more people work towards advancing in SFI?

Maybe they are not aware of the full benefits of being a member. To be a successful one should always be up to date of what's going on with the members and the SFI company. They should also set a goal to have a direction. Being Positive and have lots of determination can contribute to the success of one person.
