The best incentive to offer to your affiliates is: willingness to help them whenever they need help or ask for help; guide them to achieve the target to be an EA to begin with and to continue to maintain the EA status at least, if not moving ahead with their own efforts and with your motivation, guidance to next level.

When should we give up on CSAs who don't respond to our messages or do anything?

Since SFI is the business in which each affiliate is "his/her own boss", it is up to them to take actions on a daily basis.
But still you can continue with sending Team Mails. Even the Lord does apply change of mind for some affiliates at least.
