Which is better for a fairly new ECA? Limit shipping to my region while my business grows or ship internationally from the start?

I guess that totally depends on the ECA..
If the ECA is familiar with online selling and sending items worldwide then I would start shipping worldwide immediately..
Why not ?
For the ECA it is still the same trip to the post-office whether you ship locally, national or international.

To me the answer is in the question already,..
It is because you are trying to CONVINCE somebody to do something they did not choose to do..
Ok, they did make a choice to sign up but working for something is a whole different thing then just signing up for some free-bee :)
What we can do is in stead od CONVINCING people, SHOW people.
Create your blog / facebook / twitter / whatever and start writing about your business,..
Your daily ups and downs, your wins and losses and so on ( No business can have just wins and ups )
When people see your progress, see your enthusiasm, they will want to know what it is all about and then "convincing" them is actually not even a question anymore..

What do you need to do to make sure your CSAs and PSAs are receiving your email messages?

There isn't much you can do to make SURE your PSAs receive your emails..
All we know for SURE is then when they log in with SFI they will get your messages send trough Genealogy Mailer..
But receiving emails and actually reading them are also 2 different things..
That is why for me it is important to ASK my affiliate his / her preferable way of communicating.. Whether is is Facebook, Skype, WhatsApp, Twitter.. I do not mind..
If I do not have the program to communicate I will get it because I do believe emails are deleted to fast to much.. I prefer social media or "live" chat so I KNOW my info will come across..
I hope this help some people out there :)

The best way to maintain or boost momentum ANYWHERE is to be as excited and honest about your business / product as you can possibly be.. Because excitement creates even more excitement in your team.. make sure you practice what you preach even before you even preach it.. It is said so many times already that PSAs ( just like kids :) :) ) will not do what you say but they will do what you DO..
Be honest to yourself and try and give it your best every day and your team will follow..

Creating my own SFI co-op...or starting a blog about SFI...which will provide the most value?

If it would be just for your own value then a Blog would bring in new PSAs ( when done correct ) yet a Co-op will give PSAs away so there is not much value for you in a co-op.. At least not in the short run..
If you mean value for your team a Co-op can be a Diamond cutter that creates you diamonds in your team.. A blog about SFI has no (like they say) "added value" to your team as all the info you can possibly write about SFI is already present here in SFI..
So the only way a blog would add value would be if it is a blog about YOUR experiences with Online Marketing ( especially SFI ) and what it is that works for you and what doesn't..
How you do your daily routine, How you help your affiliates, What it is you have won, How you feel about SFI and stuff like that..

The BEST tip I can give you is the same as i would answer "How do I succeed in SFI?"
you just do NOT give up,.. Every game you learn and the more you learn the easier the games get.. When they get easier you win more AND learn even more.. And it starts all over again..
Make it a daily thing to just try and "learn" as much as possible from playing games.

For the same reason as you invest in any business,.. for growth..

I would just start by introducing myself to the new PSA and then I would just send them a message stating my Email, Facebook, Skype and maybe even Phone number.. Anything so the PSA can easily contact me..
Most people offer to help or ask if the new PSA has any questions but how can (s)he ?
New PSA's do not know anything about SFI so it is hard to have questions about something they do not know yet.
Maybe in the first chat you can point your PSA to the 3 tabs underneath your picture saying "START" "SFI BASICS" and "LAUNCHPAD" so (s)he know where to start..
I offer them my help on several way's when they do know some more about SFI.
To use a chat to attract NEW PSA's you should never discuss SFI or anything.. I just befriend new people and talk about the kids and life's subjects.. At one point they all start to ask about what it is I do for a living and the door for SFI is then open.. I know the last bit of the answer was not really your question but I believed this was something that will fit with the question.

Getting a Tcurrency License is just another way for you to accept payments..
Because you ask this question I would assume you know about the rates you can ask for selling Tcurrency (that is already a bonus for you) and why you should use Tcurrency.
It is just another little piece of "service" you provide for customers who do not own creditcard or have no other way to finance Tripleclicks and SFI.
And from my study and experience I know that ANY service is good for your business.. I cannot say for sure it will INCREASE your sales but it sure doesn't HURT your business..
If you have a good product then maybe TCurrency will increase your sales because you opened a way to pay for people with no Credit card of Bank card.
