This is a very good question!
I think due to the language barrier and if both PSA's are active then by all means it would be to your benefit to reassign. This will make your team more productive and stronger in the long run. It is to your benefit to do that.
On the other hand if one is not active then I would say NO.

Be sure you train each and everyone the same way.
Keep communication open for this is a big factor. Call them, skype them, whatever it takes to help them. If they are local then meet with them and hold a meeting(s).
It is just like training people at a regular work place.
Be sure they keep a notebook to list any questions they may have that they need answered. They may forget otherwise.
Be patient with them and nurture them. Treat them like a plant that needs nurturing for they do need this.
Build youtube videos if you must in order to give them samples.
Do your best and they will Follow your lead.
Most of all be honest and be there for them!

Why do so many affiliates become inactive shortly after joining SFI?
I think it is due to commitment. People don't like to be committed.
When they see they need to read, for some their reading level does not let them be a part of understanding or their language is a barrier.
Now days people are more interested in fast and simple.
People when joining SFI think they should see instant profit within an hour or so. They think they can get something for nothing.
Lots of people are afraid of the word "Work" they are "Lazy"
Maybe they get lost along the way - too scared to ask for help

Hello and great question.
It is Important to continue to contact your PSA / CSA that have 0 VP.
Just the other day I had a CSA contact me out of the Blue asking me how to work SFI and I helped him and he started collecting VP right away!
They may not have had the help when they first joined, communication may have been in
different languages that they could not understand, or maybe they weren't interested in
SFI at that time.
What ever the reason be there for them and guide them have patience. They could be that
Superstar you always wanted!
By all means continue to contact them no matter what.

What makes me persevere with SFI and not quit?
I have made it a commitment to continue with SFI and never quit because I Love SFI! Totally addicted!
When I first came on board I had a lot of fear as I have never participated in online network.
I also had no experience but what better way than to learn all I need to reach my dream.
I realized that SFI was something more. It was legit and I received a check which was totally awesome!
I Love the Whole SFI Family, Forum Family, a2a Friends and more!
SFI is a Great Opportunity!

Find things you need and use everyday and earn the VP for this to total 1500 VP
Plus you earn MRP
Everyone uses soap, dish soap, laundry detergent, shampoo, cleaners, and etc...

Transer of Tcredits would benefit you since it would give your PSA an Opportunity to get involved looking at all the wonderful products that Tripleclicks has to offer and they could also play PTP and check out how auctions work especially if they have never been there before. Plus it will show them that they can earn VP and MRP this way. There is always something to learn in SFI.

When there is down time and you cannot get logged into your SFI there are many things you
can work on.
You can work on advertising, blog, prospecting off line and online, word of mouth, etc...
Even though SFI is down Your business is still Open no matter what!
This is just an obstacle in the way and we must continue around this obstacle!

I believe to get the most for your money the 125 Pk TCredits is better for your 1500 VP.
You earn versa points, mrp in auctions and games. You can use them to promote your products and use them to reward your downline members.
I also think along with the 125 Tcredit pack you should also ad an S-Builder to help Grow Your Business.
