I think the best way, in case a communication is established, would be to speak about our own goals. And if a communication is not yet established very well, we can simply indicate that hour goal can be seen on our profile and that the PSA should make a plan, too.
After several days, if we do not see any reaction, we shouldn't ask how to help, maybe the best solution would be to make a very brief presentation with what we could do for him/her and maybe even do something of the respective actions. Only when the PSAs sees the "reward" in his hands, he/she can realize and starts thinking what to do with what he/she got.

I think it is difficult to establish a Co-op communication with new PSAs fast enough when it comes to explain that they should contribute too somehow for that Co-op. I refer here to the PSAs whom we do not know, who are not our relatives and joined SFI recently.
And I consider to refer to this situation because there are many people who cannot involve their relatives in this or who are very lonely...More precisely, it is difficult when it comes about asking someone to "give" money. Even if the results can be spectacular, someone knows that the first operation is "giving" and after that only comes "receiving" . Also, to wait until our PSAs become "old" acquaintances takes time and we cannot afford so much waiting.
So, I believe the best solution would be to announce our PSAs we are going to establish a Co-op financially supported by us and to launch a competition for involving certain PSAa. When we launch a Co-op we can ask for a target in SFI from each of them and announce that we will involve in the Co-op the PSAs who reach it or who reach it first. And so, we have already been rewarded for the expenditure for that Co-op.
Or, if we feel that a target is not feasible to be asked for, then we should reward whom we consider more invloved in SFI with a participation in this Co-op. The results have many cahnces to be fruitful.
Also, I think the Co-ops must not include many SFI affiliates at the same time and they should not be very expensive (I still consider that the S-Builder is expensive), they should not surpass 5 $ or so, but they should be established/launched more often, also in accordance with the progress of each previous Co-op.
