In my opinion both areas are important to building your business
The Eager Zebra games show your commitment to the products and so you are leading your PSA’s and CSA’s by example.

Entering EZ games give you 1 VP and 5 MRP
Winning an Eager Zebra game gives you valuable T credits
If anyone you have sponsored wins a game you have played that day you get a percentage of the T Credits they win
I am building a business so I try and play each game every day. As it helps me build valuable VP while I wait to develop Team members. I will play EZ games up to 200 times a month for this purpose.

The price bender auctions. I look for product which will build my business should I win, such as CSA, PSA, S-Builder Co-op.
I further refine this down to looking for product which give me double MRP.
In the event that I don’t win the Auction up to 500 bids gives me 500 VP, 10 PSA and 5000 MRP that I normally use to purchase additional s Builder co-op units.
As some relatively new to SFI I need the VP to maintain Action VP for bronze team leader level and using both I get 700 VP and just over 300 Completing Daily weekly and Monthly Tasks and in addition I 5100 MRP Points and 10 PSA to build my Business..

I do not believe that you can separate these two issues.
In my limited experience you need to sponsor 100’s every year to get the few committed EA’s to join you.
If out of every hundred people you sponsor you get three active EA’s you are doing extremely well (and if you are I would dearly like to know the source of your PSA’s)
However once you have these committed EA’s these are certainly the people that you should invest time and effort with to build their commitment and teach them the power of duplication, assisting them any way you can.
I certainly would not ignore any of you other PSA’s or CSA for that matter, you never know when they may become active and start to show an interest in their business, so keep sending them regular team mails and be ready to assist them as soon as they become active.
The mover’s page is very good to help you keep track of this. In the early days of your business the top 10 may be sufficient to keep track of this but as your team grows in experience and levels this may not be enough and you may want to extend this out

I believe that both PSA’s and CSA’s are important when you are building a business.
PSA are the only item that you can really control as far as concentrating on as you cannot buy CSA’s as such you can buy or advertise for PSA.
CSA’s are awarded to you for certain actions or milestone that you reach, they cannot be purchased, however they can be won at auction and as a business building process I would highly recommend that you do as you gain PSA for every 50 bids and up to 10 MRP for every bid. This helps keep your team leader qualification and if you win you could get some very active CSA that will also build your business.
So concentrate on getting your PSA your CSA will come in time and you may want to bid on them to maintain your TL position

I would say that this is governed by what your aim is and how much you have to invest.
I would look at three situations
1. Building a business no money for advertising
I would be looking at products I purchases and seeing if I can find them on triple clicks and use the money I would normally spend on the them and transfer these purchases to TC.
I could then then use the MRP to purchase S builder co-op to allow me to grow my business.
2. Building a business with limited money for advertising
I would still look at transfer buying to build my points but I would add 100 to 125 T credits which gives 1200-1500 VP plus whatever transfer sales again I would MRP to purchase S-Builder Co-op or PSA’s.

3. Having $100-120 to build your business (this is my option)
Still try to use transfer buying. I then get the following 100 T Credits, 30 gift cards, 1 s builder Co-op. and 24 PSAs and again I use the MRP I gain to obtain whatever I need at the time S Builder co-op, gift Cards or PSA.
