How do I decide which PSAs I should reassign affiliates to and what should I tell the PSAs who receives the reassignments?

Give them to those who are excited. They are the most likely to at least attempt to work with them.
Another option is to run a contest. Just make sure the affiliate has to contact you to opt in to the contest, that way you can know that they want the reassignments and will at least work with them at the start.
If you have not talked to the affiliate, at least by email or team mail, don't send them any reassignments.
What message do you send to new EAs to encourage them to keep their EA status?

I only encourage them. I never pressure them to buy anything. The other thing I do is show them the most economical wat to earn their rank with the time they have left in the month.
